By decree of October 19, 2000, issued in the Diario Oficial de la Federaci�n, the flags granted to the Supreme Commander are described as follows:

Art 20, part II

"Banderas insignia: las banderas insignia del Mando Supremo ser�n rectangulares, guardando una proporci�n entre anchura y longitud de cuatro a siete...

A. Ceremonias Navales
La bandera insignia del Mando Supremo ser� una Bandera Nacional que tendr� cinco estrellas blancas en la franja verde...

B. Visitas a buques y establecimientos
La bandera insignia del Mando Supremo ser� de color blanco, llever� inscritas en su cuarta parte superior izquierda una Bandera Nacional; en su cuarta parte inferior izquierda llevar� cinco estrella en color dorado de cinco puntas cada una en un c�rculo imaginario con di�metro equivalente al 10% del largo de esta parte, centradas y distribuidas equitativaemente en sentido horizontal, y en la mitad derecha al centro llevar� el escudo de la Armada de M�xico inscrito en un c�rculo imaginario con un di�metro igual a la tercera parte de su base..."

Translation

...The flag ensigns of the Supreme Commander shall be rectangular keeping a ratio of 4:7...

For Naval ceremonies (A):

...The flag ensign of the Supreme Commander shall be a National Flag bearing five white five-pointed stars on the green stripe...

For Visits to ships and establishments (B):

...The flag ensign of the Supreme Commander shall be white, the National flag shall be placed in the upper corner near the hoist, in th lower canton near the hoist it will bear five horizontal-arranged golden five-pointed stars traced in a circle whose diameter is 10% the lenght of this part... Centered in the fly, treced in a circle whose diameter is 1/3rd the fly, the emblem of the Armed of Mexico...

1911 General Ordinance of the Navy

The 1912 General Ordinance of the Navy states in its Art. 1116 the flag of the President shall be the national flag (proportioned 2:3), and shall be flown at the head of the mainmast or in the bow of a boat.

In 1917 the coat of arms was redisigned, such a change was applied to all flags and ensigns.

Version used between 1934 and 1968 (?)

On Feb. 5, 1934 the Coat of arms was rearranged once more, then a new flag was adopted. The changed affected al Mexican system of flags.

1897 General Ordinance of the Navy

In 1897 a new Presidential ensign was adopted. It was a square ensign charged with the 1881-version 1823 Coat of Arms. The ensign last until December 31, 1898. A day later a new arrangement on the coat of arms would come into effect. Eventhough, the ensign remained square.

Supreme Commander: 1899-1912

In 1899, the Coat of Arms was arranged, then a new Supreme Commander square ensign was adopted.The ensign was in use until December 31, 1911; since on Jan. 1, 1912 the General Ordinance would be in effect.
